Prioritas Formasi CPNS 2013, dari Guru Hingga Penyuluh KB
Pemerintah menetapkan empat kelompok jabatan untuk instansi pusat, dan enam
kelompok jabatan untuk instansi daerah sebagai prioritas dalam rekrutmen CPNS
tahun 2013. Pegawai pada kelompok jabatan dimaksud dinilai kekurangan,
berdasarkan hasil perhitungan beban kerja.
Hal itu terungkap dalam Rapat Koordinasi Kebijakan Sumber Daya Manusia Aparatur,
di Manado Kamis (18/04). Acara yang dibuka oleh Staf Ahli Bidang Kebijakan
Publik kementerian PANRB, Rusdianto itu dibuka oleh 175 peserta antara lain
Sekda dan jajarannya, Kepala BKD di wilayah Propinsi/Kab./Kota se Sulawesi
Utara, Gorontalo dan Maluku Utara.
Lebih lanjut Rusdianto mengatakan, untuk instansi pemerintah pusat, jabatan yang
diprioritaskan adalah guru, dosen, penegak hukum, serta jabatan utama fungsi
instansi. Sedangkan jabatan yang diprioritaskan untuk instansi daerah adalah
guru, tenaga medis dan paramedis, jabatan yang mendorong pertumbuhan ekonomi,
menciptakan lapangan kerja, mengurangi pengangguran, serta jabatan yang berperan
dalam pengendalian jumlah penduduk.
Rakor SDM di Manado ini merupakan putaran ke-6 dimaksudkan untuk
mensosialisasikan kebijakan-kebijakan manajemen SDM Aparatur, yang dimulai dari
program percepatan reformasi bidang SDM aparatur, perencanaan, penetapan
formasi, pengadaan, pengembangan pegawai yaitu pola karir, diklat, penegakan
integritas, kode etik serta rencana penyempurnaan sistem kesejahteraan dan
menyamakan presepsi para pengelola kepegawaian.
Selain itu, Rakor ini juga menjadi ajang untuk menyampaikan arah kebijakan
formasi dan pengadaan CPNS tahun 2013, menyangkut formasi dan seleksi pengadaan
CPNS pada tahun 2013. Melalui Rakor ini juga untuk penyampaian kebijakan di
bidang pengembangan SDM aparatur, penegakan integritas, serta kesejahteraan SDM
aparatur, imbuh Rusdianto.
Bertindak sebagai narasumber antara lain Asdep Koordinasi Kebijakan SDM Aparatur
Kementerian PANRB Naptalina Sipayung, Asdep Penegakan Integritas SDM Aparatur,
Endang Susilowati, Kakanreg XI BKN Manado Yulianus Tandi, Karo Hukum dan Humas

Responsibilities:

advocates.

branch campaigns and other policy initiatives to win approval of progressive
public policies that reflect UCS's policy goals.
â Monitor the progress of legislation and policies in Congress and at
federal agencies, respectively.
â Participate in key coalition activities and offer legislative expertise
and support to community-based allies.
â Represent UCS to the media and general public.
â Write testimony, fact sheets, briefing papers, op-ed pieces, letters,
comments, articles for UCS print publications and web, and other material as
needed for advocacy.
Qualifications and experience: Five to seven years of relevant legislative or
lobbying experience at the national or state level on environmental,
agricultural, or other science policy issues; experience in public-interest
advocacy campaigns and policy analysis, including demonstrated success in
designing and leading legislative and executive branch campaigns; demonstrated
comitment to advocacy; proven competence in science or technical policy subject
matter; experience working in cross-disciplinary and cross-departmental advocacy
campaigns; and proven oral and written communication skills. A background in
agriculture, biology, food policy, or environmental science and experience
working on the Farm Bill are preferred but not essential.
At UCS, comparable training and/or experience can be substituted for degrees
when appropriate.
Compensation, Hours and Location: This is a full time position based in UCS's
Washington, DC, office. For candidates who meet all position requirements, the

admitted to pursue an undergraduate or a Taught Masters postgraduate courses
within the College of Human and Health Sciences at Swansea University shall be
eligible to apply for the Eira Francis Davies Scholarship.
The Eira Francis Davies Scholarship, which shall be awarded from time
to time by the Senate on the basis of academic merit and/or financial
need and which shall contribute to tuition fees, shall be tenable for
such period as determined by the Senate and shall be subject to
satisfactory academic progress and to such other terms and conditions as
the University shall stipulate.
It is a condition of the award of the Eira Francis Davies Scholarship
that the student agrees to return to her country for work or study upon
completion of degree studies at Swansea University.
Eligibility:
Candidates must be new, full-time, degree seeking, non-EU applicants
Candidates must have completed an application to study and accepted the offer of
a place at Swansea Universitywithin theCollege of Human and Health Sciences

Successful applicants will be informed by 1st September 2013 and a reduced
tuition fee will be levied at enrolment.
Awards are non-transferable.
The International Scholarship Committee may use whatever means of
assessment it thinks most appropriate in order to determine which
candidates are worthy of recommendation for the award of a scholarship.
Having accepted an award, a scholarship holder may not withdraw from
the course save in exceptional circumstances and subject to the
approval of the relevant Headof College. Failure to observe this

The Eira Francis Davies Scholarship, which shall be awarded from time

It is a condition of the award of the Eira Francis Davies Scholarship
that the student agrees to return to her country for work or study upon

Eligibility:
Candidates must be new, full-time, degree seeking, non-EU applicants
Candidates must have completed an application to study and accepted the offer of
a place at Swansea Universitywithin theCollege of Human and Health Sciences
Candidates must show strong academic ability and financial need
Candidates should not be eligible for other financial support from
Swansea University e.g. tuition fee reductions through collaborative
links or bursaries Please note that students progressing from ICWS are
not eligible to apply for an International Scholarship
Terms and Conditions
Applicants must be a resident of one of the designated list of non-EU countries
to be eligible.
Employees of Swansea University will not be eligible to apply.
Scholarships will be used to offset tuition fees for the duration of
the degree or course subject to satisfactory academic progression.
Awards are available for all undergraduate degree coursesand Taught
Masters degrees within the College of Human and Health Science
available to international student applicants,
For undergraduate courses, applicants are expected to achieve 3 A
and/or B grades at A-Levelor equivalent (excluding General Studies) and
5 A and/or B grades at GCSE level or equivalent. For Postgraduate
Taught courses, applicants should have a minimum of a 2:1Bachelors
degree (or equivalent). In the case of all applicants, their English
language ability must meet any stipulated condition of offer and UKBA
requirements.
Applicants must be enrolling on an eligible course at Swansea University for the
first time in September 2013.
Applicants must have completed an application for a place to study
at Swansea University, and have received and accepted an offer of a
place.
Applicants should be privately funded.This award cannot be taken in conjunction
with any other scholarship or bursary awarded either internally or externally.
Applicants are not eligible to hold other Swansea University awards such as
bursaries, or home country sponsorship.
Awards are available for full-time study only.
The closing date for the receipt of completed scholarship applications is 5th
July 2013.
Successful applicants will be informed by 1st September 2013 and a reduced
tuition fee will be levied at enrolment.
Awards are non-transferable.
The International Scholarship Committee may use whatever means of
assessment it thinks most appropriate in order to determine which
candidates are worthy of recommendation for the award of a scholarship.
Having accepted an award, a scholarship holder may not withdraw from
the course save in exceptional circumstances and subject to the

jabatan untuk mengisi jabatan yang lowong. Promosi secara terbuka itu telah
dilaporkan kepada Kementerian Pendayagunaan Aparatur Negara dan Reformasi
Birokrasi (PAN-RB).
Wakil Menteri PAN-RB Eko Prasojo menilai, perkembangan itu sangat
menggembirakan. Menurutnya, hal itu merupakan salah satu pengungkit penting
dalam reformasi birokrasi yang tengah menggelinding di berbagai instansi
pemerintah.
Promosi jabatan secara terbuka akan mendekatkan pada merit system, sehingga
karir PNS (Pegawai Negeri Sipil) lebih terjamin, kata Eko Prasojo di kantor
Kementerian PAN, Jakarta.
Eko meyakini, promosi terbuka itu juga akan menghindarkan terjadinya politisasi
birokrasi yang selama ini banyak terjadi di daerah. Terutama kepada
pejabat-pejabat eselon II di kabupaten/kota, dan eselon I di provinsi dan tidak
menutup kemungkinan terjadi kepada pegawai eselon III ke bawah.
Menurutnya, mekanisme pengisian jabatan untuk eselon I dan II sudah diatur dalam
Surat Edaran Menteri PAN-RB meski masih terdapat beberapa kelonggaran.

virtual accounts and content can he bequeathed to legal heirs (most digital data
will belong to the company), some individuals have alreadv started making
'digital wills.
Supreme Court lawyer and Coverall Asia President Pavan Duggal, who has helped
people make digital wills,says, Nornially, people who have digital assets or
confidential digital information, which they need to preserve and bequeath
beyond their lifetime, are those who go for this option.But the nuinhers are
still few as there is little awareness about the topic as well as a lack of
adequate laws.
"We do not have in place any law in India pertaining to digital legacies of
people," explains Dug gal. There is the information Technology Act, 2000, which
is applicable to all digital information, data and as sets. However, its
applicability is excluded to testamentary, disposition and wills.The law
pertaining to wills is governed by the Indian Succession Act. We require
specific laws in the country pertaining to digital legacies and bequeathing
their digital assets to the next of kin."

Yogyakarta merupakan kota tujuan bagi para wisata baik domestic maupun manca
Negara. Selain itu, Yogyakarta merupakan kota pendidikan. Jadi tidak heran kalau
jalanan di kota Yogyakarta semakin hari semakin macet. Yogyakarta dan Jakarta,
hampir mirip ya, namanya hampir mirip, keadaan jalanannya juga hampir mirip.
Macet. Apalagi di jam kerja dan jam pulang kerja. Wuih, macetnya bikin pegel.
Pengendara motor biasanya cenderung ugal-ugalan dan bahkan kalau macet, mereka
nekat nyelonong lewat trotoar. Tidak sedikit dari mereka yang melanggar lalu
lintas. Melihat lampu hijau, matanya langsung hijau yang ada mereka ngepot.
Bahkan ketika lampu sudah kuning, mereka semakin ngepot karena dari kejauhan
mereka sudah menggebu-nggebu ingin menerobos jalanan yang tadinya hijau.
Kalau melihat fenomena lalu lintas di Yogyakarta yang sedikitnya seperti paparan
diatas memang ruwet. Apalagi sekarang ini banyak sekali parkiran yang mengurangi
lebar jalanan. Sebagai contohnya, parkiran di Galeria Mall. Di sebelah timur
Galeria Mall terdapat parkiran yag selalu dipenuhi dengan kendaraan bermotor.
Pada hal Galeria Mall itu letaknya tepat di perempatan jalan yang selalu ramai
dengan pengguna jalan. Di perempatan itu juga ada traffic light, ada pos
polisinya juga. Biasanya, kalau terdapat traffic light pengguna jalan cenderung
tertib. Tapi berbeda dengan keadaan jalanan di timur Galeria Mall. Macet bin
ruwet bikin kepala mumet. Itulah mungkin yang bisa digambarkan. Bagaimana tidak,
seperti yang telah dikatakan tadi, pengguna jlan itu kalau sudah melihat lampu
hijau, matanya pasti juga ikutan hijau. Persis seperti tuan kreb kalau lagi
melihat uang. Dari jauh pengguna jalan sudah semangat karena melihat lampu
hijau. Tiapi, tiba-tiba mereka harus hati-hati dan bahkan menghentikan
kendaraanya karena ulah tukang parker Galeria Mall.
Jalanan di timur Galeria Mall selalu saja macet dan membehayakan pengguna jalan.
Mereka yang parker di timur Galeria Mall, dengan seenaknya menyebrang. Selain
itu, tukang parkirnya itu loh, kalau meneluarkan motor dari parkiran dengan
seenak hati. Seolah-olah tidak ada kendaraan lain yang lewat. Sontak, pengendara
lain jadi mengalah demi keselamatannya. Lagi-lagi tukang parker, tangannya
selalu saja mengeplang mencari pelanggan. Memangnya bus kota, kiri, kiri sambil
melambaikan tangannya. Ini itu jalan umum bang, lihat-lihat dong kalau mau cari
pelanggan. Mereka memang tidak memikirkan keselamatan para pengguna jalan yang
lain. Memang, mereka mencari nafkah demi menghidupi keluarganya, tapi tidak
harus dengan membahayan orang lain juga kan.
Galleria Mall memang menyediakan parker di basemen, tapi kebanyakan dari
pengunjung lebih memilih parker di pinggir jalan. Biaya parkirnya memang lebih
murah apabila parker di pinggir jalan. Aksesnya juga mudah. Mungkin ini yang
menyebabkan pengunjung lebih memilih parker di pinggir jalan. Pernah mendengar
sih, kalau parkiran di Galeria Mall yang dipinggir jalan itu mau direlokasi.
Tapi sampai sekarang nyatanya belum direlokasi. Mungkin itu hanya sebuah wacana
saja bagi masyarakat. Atau mungkin ada kepentingan lain di balik parkiran di
pinggir jalan yang membuat jalanan semakin macet dan ruwet. Siapa yang tahu?
Mungkin mereka-merka yang lebih tahu, mengetahui tentang parkiran di pinggir
jalan itu.

Pada hal Galeria Mall itu letaknya tepat di perempatan jalan yang selalu ramai
dengan pengguna jalan. Di perempatan itu juga ada traffic light, ada pos
polisinya juga. Biasanya, kalau terdapat traffic light pengguna jalan cenderung
tertib. Tapi berbeda dengan keadaan jalanan di timur Galeria Mall. Macet bin
ruwet bikin kepala mumet. Itulah mungkin yang bisa digambarkan. Bagaimana tidak,
seperti yang telah dikatakan tadi, pengguna jlan itu kalau sudah melihat lampu
hijau, matanya pasti juga ikutan hijau. Persis seperti tuan kreb kalau lagi
melihat uang. Dari jauh pengguna jalan sudah semangat karena melihat lampu
hijau. Tiapi, tiba-tiba mereka harus hati-hati dan bahkan menghentikan
kendaraanya karena ulah tukang parker Galeria Mall.
Jalanan di timur Galeria Mall selalu saja macet dan membehayakan pengguna jalan.
Mereka yang parker di timur Galeria Mall, dengan seenaknya menyebrang. Selain
itu, tukang parkirnya itu loh, kalau meneluarkan motor dari parkiran dengan
seenak hati. Seolah-olah tidak ada kendaraan lain yang lewat. Sontak, pengendara
lain jadi mengalah demi keselamatannya. Lagi-lagi tukang parker, tangannya
selalu saja mengeplang mencari pelanggan. Memangnya bus kota, kiri, kiri sambil
melambaikan tangannya. Ini itu jalan umum bang, lihat-lihat dong kalau mau cari
pelanggan. Mereka memang tidak memikirkan keselamatan para pengguna jalan yang
lain. Memang, mereka mencari nafkah demi menghidupi keluarganya, tapi tidak
harus dengan membahayan orang lain juga kan.
Galleria Mall memang menyediakan parker di basemen, tapi kebanyakan dari
pengunjung lebih memilih parker di pinggir jalan. Biaya parkirnya memang lebih
murah apabila parker di pinggir jalan. Aksesnya juga mudah. Mungkin ini yang
menyebabkan pengunjung lebih memilih parker di pinggir jalan. Pernah mendengar
sih, kalau parkiran di Galeria Mall yang dipinggir jalan itu mau direlokasi.
Tapi sampai sekarang nyatanya belum direlokasi. Mungkin itu hanya sebuah wacana
saja bagi masyarakat. Atau mungkin ada kepentingan lain di balik parkiran di
pinggir jalan yang membuat jalanan semakin macet dan ruwet. Siapa yang tahu?
Mungkin mereka-merka yang lebih tahu, mengetahui tentang parkiran di pinggir
jalan itu.

kecaman dari masyarakat menghujat atas tindakan KAPOLDA Jabar. Bahkan setelah
menyerahkan diri pun, opini masyarakat masih saja tidak bersahabat, terlebih
tentang harta kekayaannya yang sangat fantastis
Dari dunia politik, berita yang sedang menghangat adalah tentang Ahmad Fathonah,
yang menyeret mantan Presiden PKS dalam kasus suap impor daging, dimana kasus
tersebut juga membawa banyak nama-nama wanita muda nan cantik dalam pembahasan
kasusnya. Opini dan pertanyaan masyarakat tentang kasus ini sangat beragam, dari
mulai siapa sebenarnya Ahmad Fathonah tersebut? Kenapa namanya langsung melejit
dengan adanya kasus suap tersebut? kemudian tentang Darimana dia memperoleh
harta bendanya yang fantastis, terlebih istrinya sendiri pun tidak mengetahui
secara jelas asal-usul harta suaminya? sampai berita tentang Peran dari LHI yang
disangkutpautkan dengan kasus suap dari AF?. Dari berbagai pertanyaan itu
timbulah respon negatif masyarakat yang menimbulkan terseretnya beberapa nama
dalam sebuah kasus, padahal secara realitanya peran pembantu dalam peran utama
dalam sebuah kasus tersebut masih belum jelas kebenarannya, masanyakat hanya
tersulut oleh oknum-oknum yang mencoba mengobarkan api dalam bara.
Lalu, apakah sikap masyarakat tersebut bisa dikatakan sebagai wujud melek

Baru-baru ini, para peneliti telah berhasil menggunakan 3D scanning untuk
membaca rekaman dari silinder lilin tua, yang pernah digunakan Alxender Graham
Bell dalam sejumlah kasus. Penelitian tersebut menghasilkan rekaman suara dari
Alexander Graham Bell yang direkam pada tahun 1885. Rekaman itu berisi
suaraAlexander Graham Bell yang berkata, "Hear my voice Alexander Graham Bell."
Mungkin sekilas suara rekaman tersebut kurang begitu mengesankan bagi Anda,
